Following the latest terror campaign and criminal actions from UNDP management to delete important evidence and data from internal UNDP Servers, UNDP-WATCH is strengthening its operations and is committed to making information about UNDP programme and operations available to the public.
In this context UNDP-WATCH considers public access to UNDP information a key component of effective participation of all stakeholders, including government, parliaments, non-government organizations, etc.
UNDP-WATCH believes that the tax-payers around the world deserve a higher level of transparency through information sharing and public participation in UNDP’s programmes worldwide.
UNDP-WATCH will ensure that information concerning UNDP operational activities— including programme management, procurement and financial information— is available to the public.
It is a real shame that our United Nations Development Programme (UNDP), under the leadership of Kemal Dervis and Ad Melkert has turned into a major corrupt organization. Kemal Dervis and Ad Melkert are the custodians and sole responsible of all public funds bestowed to UNDP from member states via UNDP’s Executive Board.
Our leaders forget that being Administrator and Deputy-Administrator, makes them directly accountable to UNDP’s Executive Board comprising UN Member States, and indirectly accountable to their parliaments, their taxpayers, and the public in donor and programme countries.
Kemal Dervis and Ad Melkert do not believe in public transparency and access to timely, accurate and comprehensive information on UNDP Activities, they fail to understand as leaders that access to information is an essential tool for realizing substantive benefits within the framework of human development.
Therefore UNDP-WATCH, relying in many brave UNDP staff, non-government organizations and UNDP contractors in different countries and HQs, is determined to ensure public access to information held or generated by UNDP.
Given the growing demand to UNDP-WATCH by Member States representations at the UN, Mass-Media as well as public and private institutions, we are putting together a list of what UNDP-WATCH will be making available to public and what you can count on us.
Since UNDP has failed to disclose even the minimum required information about its operations, we have no other options but to ensure that the public will have at least access to :
Information about UNDP Country Programmes
a) Standard Basic Assistance Agreements
b) Common Country Assessment/ United Nations Development Assistance Framework (CCA/UNDAF)
c) Signed Country Programme Document
d) Country Programme Action Plan
e) Project documents
f) Technical documents
g) Country Programme and Project performance reports
h) Resident Representative/Resident Coordinator Annual Report
i) Evaluations reports
Information about UNDP Management
a) UNDP/UNFPA Executive Board
b) UNDP Executive Office
c) UNDP Financial information
d) Procurement
Information about UNDP agreements, trust funds and other documentation relevant to public
a) Agreements or contracts to which UNDP is a party;
b) Internal memorandums, and official correspondence, including documentation relating to internal deliberative processes among UNDP management;
c) Contractual document with third parties that require public funding;
d) Information concerning disciplinary and investigatory information generated within UNDP or for UNDP;
Change in UNDP will never happen through Kemal Dervis and Ad Melkert, unless we – the staff of UNDP – united make it happen. Let’s send a clear message to our corrupt leadership that they cannot continue to cover up theirs and for their predecessors corruption.
UNDP-WATCH would like to thank all those brave man and women in UNDP who are helping us to force this management in institutionalizing transparency, accountability and internal control mechanisms.
We wish you all a Happy New Year 2008.
