COMMENT #1.

Reading the waiver document, I am appalled at the pathetic quality of writing. Its nothing but typos and errors.

Is the professionalism and value for services that we should expect from UNDP?

It looks like they powers-that-be had decided the matter in advance and this document was a belated attempt to take care of the paperwork.

It is also notable that for a procurement close to a million dollars, only administrative staff [Assistants and Associates] were part of the review panel. Doesn't the Chief of the Governance Unit, His Excellency Farhan Sabih, feel responsible to participate in this activity or is the amount in question chump change or small peanuts for him?

How close is Interflow with the Pak Govt?

Any NRPakistani applying for a NICOP card ( National Identity Card for Overseas Pakistanis) needs to send their application to Interflow either in New jersey, USA, the UK or Karachi: http://www.pakistanembassy.ru/ginfo.htm

The interesting thing is the application form- see item #27 and 32. Only Pakistanis and other Muslims will know its significance.

Please do a search on Ogilyy and Mather Asia Pacific that has acquired part of the advertising business of Interflow communications.

Anyone remembers the PPP of the UNDP Pakistan with Nestle and it is interesting to know that The agency’s (O&M) foundation clients will include Nestlé, Unilever, British American Tobacco, the Dubai Investment Bank, and Total, along with some local clients. Shakeel Khokar has assumed the role of Chief Executive Officer. Mr Khokar’s career in advertising spans Interflow, McCann Erickson, Asiatic (JWT), and Standard Chartered Bank.

This submission is scandalous, it doesn't meet minimum requirements set by ACP itself. I wonder the intentions of the Indian head of ACP - Mr. Krishan Batra, when he approved it. I only hope that this is not another sick and dirty Indian scenario to destabilize Pakistan, using UN/UNDP funds.
For the sake of UNDP's name, if there is any corporate ethics left inside UNDP HQs, they should stop this, initiate an investigation from OAPR in Pakistan, and a thorough evaluation of the use of funds.
