UNDP admits wrong doing in Procurements - while keeping secret its internal Audit from PSO staff

Major victory achieved thanks to UNDP Watch !!!!!!

A strong and long campaign in uncovering the internal corruption at UNDP's Procurement Department, has resulted today in major VICTORY.

In a letter to the staff of Procurement Services (PSO) its Director Mr. Provenzano acknowledged the past wrong doings while laying out the strategy for immediate future.

Knowing very well that his email would be brought to the attention of UNDP Watch, Provenzano carefully crafted it to provide a clear answer to all "clues" about how ACP operated in the past, while trying to pull himself "out" and playing safe for both sides (Dervis and "Watchers").

Provenzano admits (in a italian lawyer style) that UNDP in fact had no:

(a) policy at all in dealing with suspended vendors and therefore need to promulgate one,
(b) that in fact it was wrong to award CORIMEC,
(c) he makes his "UNDP Watch" sugestion to create a UNDP Procurement expert Board with specialist from each Regional Bureau (Thanks Jim);
(d) UNDP Lacks of guides and rules on Procurement Ethics;
(e) UNDP lacks of an ISO certification (Krishan has never been certified);
(f) he admits that UNDP lacks of basic reporting and assessment tools for Vendors and Procurements, casting a major doubt on past 3.9 Billion USD procured in past 28 months from Akiko Yuge and Krishan Batra.

While UNDP Watch and all staff thinks that UNDP should take immediate administrative punitive actions against the following staffers:

- Jan Mattsson
- Akiko Yuge
- Krishan Batra
- James Provenzano

These individuals have:

- have diverted UNDP funds for their own interests;
- have awarded contracts to third parties without any process for personal gain;
- have awarded contracts to individuals in amounts above $100K, resulting in at least 275 Million USD of dubbious contracts, and inexistent individuals;
- have failed to institutionalized a transparent and accountable procurement process, resulting in 1,7 Billion USD lost for the organization;

Here is the letter of James Provenzano:

An advise for your Jim, you can't have it both ways.

UNDP Watch is Watching !!!!!

what you mean by both ways??

Look James is not Krishan Batra. He is corrupt. I would rather put James in the last category, of those who failed to held Krishan accountable.
While Krishan is a corrupt piece of shit, this by no means apply to James.

Why UNDP has to go thru such humiliation for a corrupt Indian ?? Just get him out of there, fire him and let's move on.

Krishan should go and keep company to Bahel in jail.

UNDP watch should look into Burundi case more. They have failed to perform any monitoring and now trying to make up fake reports.

I have not understood yet why that Belgian Diplomat was so affraid of Burundi scandal and why he put UNDP Darshak on regard of "US"?

UNDP Watch should look to PROFIT. All PROFIT staff has been re-hired as SSAs and each of them are paying fees to PROFIT after they get paid from UNDP. A huge corruption HUGE HUGE HUGE

How come Brian Gleeson an Australian (University of Canberra 1972-1973) I would assume is listed as a Norwegian in his UNDP bio. It is because of the Quotas rule and Australia does not fund as much as Norway and it is easier to get hired or kept as a staff under a Norwegian passport ?

A big thanks to UNDP Watch for holding their feet to the fire.

Mattsson is a wolf in sheep's clothing and has brought the same kind of impunity to UNOPS. The shit will soon hit the fan and expose his unethical and abusive conduct.

Bet on it!

Board members must take a much closer look at his shenanigans, or they will be as culpable as he when failing to expose and hold to account.

Board members must take a much closer look

The missions are often represented with first secretaries - way too unexperienced to understand how they are manipulated by the executive.

See no evil, hear no evil - don't rock the boat.

The Board's inaction is contributing to the loss of UN credibility, but they seem incapable or unwilling to act.

Shame on them too!

What does one expect when one sees Cisco, UN, UNDP and US govt representatives smooching each other at the Bilderberg secret meetings. You scratch my back and I will scratch yours (mullahs $$$$ baby) dear friends. Nepotism and graft are not considered in these circumstances - heck all in the name of eradicating poverty, gender equalization and international development where tenders are "verboten' and the dictators of the 3rd world are easily bought.

FWIW: John Chambers was in Portugal in 1999 together with Bill Clinton , Kofi Annan, Bill Gates and the president of Syria Hafez Assad.

Jim got to go now and join the rest of corrupt team.

another "hmmm", i guess...the world is rife with poverty (aren't WE in the un system responsible partially or totally for it??) yet the uns (oh, yes! my friends : undp is most certainly NOT the only un entity knee-deep in muck!) is reeling in the profits from giant procurement deals "in favour" of refugees, etc...we should reflect seriously on current hiring of incompetents and/or of people too predatory and used to pirating to see it as something negative or incorrect...we should also try to come up with a solution to that age-old quandry : by providing a tiny bit of aid are the temptations to get rich quick too good to bypass?? can we not find ways to rechannel the offers which come our way back to those really needy millions of homeless and poor?? anyone read "the confessions of an economic hit man"?? well, sometimes, the uns seems close to becoming the quintessential ehm, methinks...

UNDP is super corrupt, nothing changed until 2012. Procurement is the farce in all COs, especially in RBEC...Have a closer look at nice quite country offices, millions are diverted to personal pockets of Operations Managers. And no even attempt to sort out situation and make sure corruption is minimized. In our CO everyone know what scheme are used by Operations Manager to get money through fraud bank wires to his companies registered in offshore, no accountability, no transarency.And these $$$ were meant for the poorest in the country and never reach them. Bastards.
