The UN’s blindness
Ban Ki-moon is an experienced diplomat. He studied at Harvard’s Kennedy of School of Government and as South Korea’s minister of foreign affairs was tested by a bullying neighbor. His efforts to come to terms with North Korea failed to meet expectations, but Mr. Ban earned enough respect to be elected as secretary general of the United Nations in 1997.
