UN brewing up new -- and expensive – global 'sustainability development goals'

Click here to read this in full at Fox News: http://www.foxnews.com/world/2013/10/03/un-brewing-up-new-and-expensive-global-sustainability-development-goals/

EXCLUSIVE: The United Nations is planning to create a sweeping new set of “sustainable development goals” for the planet that will likely require trillions of dollars of spending on poverty and the environment, a drastic reorganization of economic production and consumption -- especially in rich countries -- and even greater effort in the expensive war on climate change.
It’s an agenda that its prominent boosters have declared will make the next 15 years “some of the most transformative in human history,” although the exact nature of the goals themselves, and how they are to be achieved, is unclear.

UN Whistleblower Wasserstrom on TI Report: Total Lack of Institutional Accountability

Noted Peacekeeping Mission Whistleblower Available for CommentUNO_New_York

(Washington, DC) – Earlier today, Transparency International UK's Defence and Security Programmereleased a new report, Corruption & Peacekeeping: Strengthening Peacekeeping and the United Nations. Government Accountability Project (GAP) client and pioneer UN whistleblower James Wasserstrom is available to the media to comment on the report's findings that need additional focus, and make recommendations about how the international body can take steps to achieve real accountability.
Wasserstrom made the following statement:
Transparency International has done a fine job in highlighting many of the issues of corruption in UN peacekeeping missions. This report is just the latest strong piece of evidence in a string that proves the United Nations lacks basic measures of real accountability in its peacekeeping missions and institutional headquarters, and continues to pay nothing more than lip service to transparency and accountability.

As one who has personally fought corruption in one such mission – the UN Mission in Kosovo – and paid the price for whistleblowing, I take an even firmer stance on the paramount issue of stemming wrongdoing in these critical tasks. The United Nations' failure over decades to seriously address its own obvious and long-standing deficiencies in fighting internal corruption is absolutely unacceptable. The band-aid approach to solving problems, all superficial acts for public consumption or appeasement of the international community, fall well short of real progress that achieves real accountability for international taxpayers and the billions they have provided to this just cause.
Wasserstrom is available to comment to members of the media on the report. Please contact GAP Communications Director Dylan Blaylock at dylanb@whistleblower.org, 202.457.0034 ext 137 or 202.236.3733 to arrange a phone interview. Please note that Wasserstrom is based in Asia.

UNITED NATIONS — An expert panel called Thursday for more transparency surrounding the deepening reliance of the United Nations on private security companies for services from armed guards to police training.
The Working Group on the Use of Mercenaries, an independent panel mandated by the U.N. Human Rights Council, held a series of meetings and debates this week as part of its ongoing investigation into a practice that is drawing increasing scrutiny. The five-member group plans to present a report next year.

Fox News: UNDP chases CA$$ rather than results

Read this in full at Fox News: http://www.foxnews.com/world/2013/05/15/un-anti-poverty-agency-often-chases-cash-rather-than-long-term-results-study/?test=latestnews#ixzz2TNnPvE4Q

The $5.7 billion United Nations Development Program, the U.N.’s flagship anti-poverty agency,  is poor at producing lasting results, sets unrealistic or unfocused priorities and often seems more interested in getting funding than in setting up programs that make the best sense, according to an internal assessment that will be discussed at a top-level meeting next month.

Moreover, in a sweeping examination of some $19.7 billion worth of UNDP programs between 2008 and 2012, the report says that only in “just about half” of the country-by-country efforts was the agency “likely to have made, or make, a significant contribution to the intended outcome.”
Nor is the agency very good at judging where it is going wrong, the report adds, meaning that “strengthening the efficiency of projects and programs is a major challenge.”

The sobering evaluation of UNDP’s usefulness was carried out by UNDP’s own Evaluation Office, whose director is appointed by UNDP’s top official, Helen Clark. So far, only an executive summary of the evaluation is available to members of UNDP’s 36-nation supervisory Executive Board, which holds its semi-annual meeting in New York City starting on June 3. According to a UNDP spokesman, a full version of the report will be made public next week.

Despite corruption and millions lost in fight against poverty - Ban Ki-moon gives a second term to Helen Clark (What a shame !)

Click here for this in full: http://www.nzweek.com/world/undp-chief-gets-second-term-59393/

UNITED NATIONS, April 12 — The administrator of the United Nations Development Programme (UNDP), Helen Clark, was given a second term Friday to remain at the helm of the UN development agency.

The 67th session of the UN General Assembly confirmed Clark’s reappointment as the head of the UNDP.

While addressing the UN General Assembly, Clark pledged that during her second term, UNDP would continue to focus on sustainable human development and poverty eradication. “I will remain firmly focused on MDG achievement and on accelerating efforts up to 2015 and beyond.”
MDG stands for a set of eight anti-poverty target, adopted at the UN Millennium Summit in 2000 and designed to be achieved by the deadline of 2015.

“I look forward to implementing this vision and to making UNDP an ever more transparent, accountable, and effective organization, ” she said.

Clark, the former prime minister of New Zealand, became the UNDP administrator in April 2009. She is the first woman to lead the organization.

She is also the Chair of the United Nations Development Group, a committee consisting of the heads of all UN funds, programmes and departments working on development issues.

The UNDP is put in charge of UN’s global development network and is mandated to work with countries to reduce poverty, promote development and combat climate change. With activities in more than 160 countries, the UNDP works throughout the developing world helping countries meet their development goals.

Fox News: UN humanitarian aid financing is disorganized, unpredictable and hard to track, two-year watchdog study says

Click here to read this in full @ Fox News: http://www.foxnews.com/world/2013/03/29/un-humanitarian-aid-financing-is-disorganized-unpredictable-and-hard-to-track/#ixzz2PNUX5eGW

The United Nations spends billions annually to relieve the suffering caused by natural disasters and civil war, but those costly efforts are uncoordinated, overlap or duplicate effort, and often don’t show where the money went, according to a report by a special U.N. watchdog unit.

Nor, the report adds, has the world organization done much about it, with several internal efforts to get a grip on at least part of the problem among a tangle of funds, agencies and programs with different operating procedures either ending in frustration or failing to materialize.

The result: a sometimes chaotic U.N. global relief effort, where “basic humanitarian financing needs are only partly met, and in an inconsistent and unpredictable way;” keeping track of where the money goes frequently doesn’t happen (or, as the report delicately says, for some unnamed U.N. agencies “the reporting and monitoring of financing remain somewhat elusive);” and even a coherent definition of “humanitarian assistance” seems to be lacking.

The Guardian: UN will not compensate Haiti cholera victims, Ban Ki-moon tells president World body invokes legal immunity to rebuff claims despite studies identifying UN peacekeepers as source of the outbreak

The UN has taken the rare step of invoking its legal immunity to rebuff claims for compensation from 5,000 victims of the Haiti cholera epidemic, the worst outbreak of the disease in modern times and widely believed to have been caused by UN peacekeepers importing the infection into the country.
Citing a convention laid down in 1946, the UN secretary general, Ban Ki-moon, telephoned President Michel Martelly of Haiti to tell him that the UN was not willing to compensate any of the claimants. The epidemic has killed almost 8,000 people and stricken hundreds of thousands more – about one out of every 16 Haitians.

SCANDAL: Already a “failure of management,” UN computer project turns out to be an epic shambles for Ban Ki-moon

Read in full at Fox News: http://www.foxnews.com/world/2013/02/11/already-failure-management-un-computer-project-turns-out-to-be-epic-shambles/?test=latestnews#ixzz2KcEniJCa

For more than three years, a sophisticated computerized management system intended to be a cornerstone of United Nations reform has been one of Secretary General Ban Ki-moon’s most embarrassing train wrecks, described as a “failure of management” on Ban’s part. Now, the world organization’s attempts to salvage the system -- known in-house as Umoja, a Swahili term for unity – have turned into an even bigger scandal.

Even after an admission that it was three years behind its initial scheduled completion as of a year ago, Umoja has been a victim of U.N. mismanagement, misjudgment and almost surreal levels of ineffective  implementation, according to internal U.N. documents. Meantime, U.N. member states, including the U.S. – the organization’s biggest financial contributor-- fling additional tens of millions of dollars at the dysfunctional ERP project to turn it around.

UN chief errs again on climate change

Click here for this in full @: http://www.ottawasun.com/2012/12/14/un-chief-errs-again-on-climate-change

United Nations Secretary-General Ban Ki-moon often makes serious climate science mistakes. However, his December 5th statements at the UN Climate Change Conference in Doha, Qatar set a new low even for the UN chief.

“The climate change phenomenon has been caused by the industrialization of the developed world,” said Ban. “It’s only fair and reasonable that the developed world should bear most of the responsibility.” “Climate change is happening much, much faster than one would understand,” he added. “The science has plainly made it clear: it is the human beings’ behaviour which caused climate change, therefore the solution must come from us.” Ban is wrong on all counts.

The United Kingdom’s Met Office announced recently that there has been no overall warming, or cooling, of the planet for 16 years. As the November 29th open letter to the Secretary General from 134 experts “qualified in climate-related matters” explained, “Whether, when and how atmospheric warming will resume is unknown. The science is unclear. Some scientists point out that near-term natural cooling, linked to variations in solar output, is also a distinct possibility.”

Stanford talk by UN Secretary-General Ban Ki-moon

United Nations Secretary-General Ban Ki-moon will present a free public talk at Stanford on Thursday, Jan. 17.

Ban, who is the eighth secretary-general of the UN, will speak about the UN's role in creating opportunities out of the challenges posed by today's rapidly transitioning world.
"Times of transition are times of profound opportunity," he recently said during his acceptance speech for the Seoul Peace Prize. "The decisions we make in this period will have an impact for generations to come.”

Ban's initiatives as UN secretary-general have focused on promoting sustainable development; empowering women; supporting countries in crisis or instability; generating new momentum on disarmament, arms control, and nonproliferation; and strengthening the UN. Among his many activities as secretary-general, he has successfully raised major pledges and financing packages for aid and crisis response, established the agency UN Women, and introduced new measures to promote UN transparency and efficiency.

State of denial: the UN and the protection of its whistleblowers

Click here to read this @ UN Justice: http://unjustice.org/news121.htm

7 December 2012

UNJustice has learned with grave concern and sense of shock that the UN Secretary-General, through the UN Legal Counsel, H.E. Ms. Patricia O’Brien, has just lodged a cross-appeal to the United Nations Appeal Tribunal (UNAT) seeking to have 16 paragraphs (numbers 60-76) of a United Nations Dispute Tribunal (UNDT) ruling redacted. On 12 July 2012, a landmark UNDT ruling suggested that former UN staffer Ms. Vesna Dzuverovic suffered retaliation and “RECOMMEND[ed her case] to the Secretary-General for sympathetic review with a view to bringing substantive justice and closure to it” [para. 74 UNDT/2012/105, original emphasis].
The UNDT also tried to send a very important message to the Secretary-General about the importance of effectively upholding the UN whistleblowing policy, noting that, exceptionally in this case:
“This recommendation is made bearing in mind the special measures that have been put in place with regards to the protection of whistleblowers who risk their jobs, professional lives and livelihoods by courageously seeking to expose wrong-doings within the Organization.
The United Nations, being the foremost international Organization for setting standards for governments and other organizations, needs to review the case of this Applicant as this will serve not only the ends of justice but also to reassure whistleblowers that they are indeed protected” [paras. 75 and 76 UNDT/2012/105].

Following these findings, on 7 September 2012, Ms. Dzuverovic wrote to the Secretary-General pleading for the UNDT recommendation to be accepted and to be provided with a remedy. However, her letter received no reply and she had no option but to reiterate her request through a formal appeal to the UNAT.
The position of the Secretary-General is incomprehensible. The UN whistleblowing policy is a major element of the UN reform agenda and a first step in preventing retaliation is its recognition.
Last year, on 14 October 2011, following a film screening of "The Whistleblower" at the U.N. Headquarters, the Secretary-General declared that “[the film] underscores how important it is to speak out against abuse or injustice... Those who do so, in good faith, must not be punished ... We need to promote a culture in which people feel free and obliged to raise their voices in the face of wrongdoing and abuse."
Surprisingly, the cross-appeal now lodged by the Secretary-General constitutes an alarming backtracking of the UN whistleblowing policy which goes exactly in the opposite direction of the UNDT recommendation, sending the wrong message that protection of UN whistleblowers should not exist and impunity should be offered to all those who may choose to victimise or retaliate against fellow UN colleagues who have made credible allegations of misconduct.
