BBC: UN says carbon cuts too slow to curb dangerous warming

The report is meant to inform climate negotiators who will gather in the Qatari capital next week

A report by the UN says global attempts to curb emissions of CO2 are falling well short of what is needed to stem dangerous climate change.

The UN's Environment Programme says greenhouse gases are 14% above where they need to be in 2020 for temperature rises this century to remain below 2C.

The authors say this target is still technically achievable.

But the opportunity is likely to be lost without swift action by governments, they argue.

Negotiators will meet in Doha, Qatar for the UN Climate Change Conference (COP18) next week to resume talks aimed at securing a global deal on climate by 2015...

Comments by the US climate envoy last week discussing the value of the 2C target in international climate change negotiations have provoked quite a response.

Todd Stern, who leads the US negotiating team in the UN climate convention (UNFCCC) and performed the same role at the recent Rio+20 summit, told an audience at Dartmouth College that insisting on the target in negotiations would lead to "deadlock".

The approach needed more "flexibility", he said.

The negotiations he's referring to concern the Durban Platform - an oddly-chosen name for a process agreed at last year's UN talks in South Africa.

1. UNDP’s partnership with the World Bank needs to be more effective, particularly in fragile and crisis-affected countries. 2. UNDP’s near universal mandate means its technical resources are spread very thinly. The Board does not provide strategic direction. HR management is weak. It has a weak results chain. 3. There is limited evidence of active senior management consideration of cost control. Country evidence points to mixed progress on demonstrating cost-efficiency. 4. The Executive Board is politicised and there is a lack of consensus on the key areas for reform. It is not clear that current plans for change will deliver the required depth and breadth of reform. 5. Evidence gathered at country level was highly critical of UNDP’s ability to deliver results. Its delivery can be undermined by staffing issues and bureaucratic processes. 6. Its performance in fragile states is mixed. It has reasonable training and a range of guidance and analytical tools but struggles to fill posts. 7. There is no evidence that the Climate Strategy was directly guiding resource allocation decisions
