Trust Fund Critical to UNMIL’s Exit, UNDP Boss Declares

United Nations Development Programme (UNDP’s) Country Director, Mr. Dominic Sam, has described the Justice and Security Trust Fund (JSTF) for Liberia as critical to the transition of the UN Mission in Liberia (UNMIL). 

Mr. Sam said, “The JSTF provides complementarity to the funding that is already coming from the Peace Building Fund from which Liberia benefits, and that is why we are placing emphasis on it.”
Mr. Sam spoke Thursday at UNDP’s office in Mamba Point, Monrovia, during the signing of an amendment to Sweden’s contribution to the Justice and Security Trust Fund.

He added that the trust fund has helped the UNDP and its partners to give a “better platform” with a focus on the acceleration of progress in the justice and security sectors of Liberia.
“The JSTF became operational since 2011, and it is critical in Liberia, as we discuss the departure of the UN peacekeeping mission,” the UNDP-Liberia boss said.

Moreover, he noted that they are also focused intervening in the areas of good governance and the sustained stabilization of Liberia. UNDP thanked Sweden for its continued contribution to the JSTF.

At UN As Ban Ki-moon Taps Eliasson, G77 Complaints, Maged Auditions, Africa Excluded, Khare to DFS?

UNITED NATIONS, March 2 -- When UN Secretary GeneralBan Ki-moon dropped Asha-Rose Migiro as his deputy in January and Inner City Press reported it, Ban's office refused to confirm it, leaving that to the UN in Migiro's native Tanzania.

After Ban on March 2 named as Migiro's replacement Jan Eliasson of Sweden, Inner City Press was pitched by Nordic diplomats to "please write something positive about Eliasson." Okay -- in his time as President of the General Assembly, he mediated a few conflicts such as on disability rights, and was more active than some of his successors.

But later on March 2, a number of developing work diplomats approached Inner City Press with outrage at the appointment. Not only on what Inner City Press immediately reported -- that Ban was dropping an African for a Nordic, after having defied the African Group and General Assembly by refusing to name a full time Special Adviser on Africa -- but about what Eliasson did while PGA.

They say Eliasson was central to an attempt to move UN reform out of the Fifth (Budget) committee, where developing countries have relatively more strength, to the plenary where better staffed developed world Permanent Representatives have the edge.

"Eliasson can call meetings, sure," a developing world diplomat told Inner City Press, "but who will be invited?"

With Argentina's Susana Malcorra -- more on her anon -- moving to Chief of Staff to replace Vijay Nambiar of India, and "Ban's brain" Kim Won-soo being parked in the Change Management position previously held by India's Atul Khare, Inner City Press now predicts based on sourcing that Khare will be moved to Malcorra's spot atop the Department of Field Support. Only at Ban's UN: musical chairs.

Meanwhile to belatedly fill the Special Adviser on Africa post Ban is considering, or auditioning, Mubarak era Egyptian Permanent Representative Maged Abdelaziz, who delivered a defense of Ban in the General Assembly Friday afternoon. Things go lower every day in Ban's UN, where Ban's spokesman Martin Nesirky won't even allow questions on these topics. Watch this site.

UN Aids fund frozen

A United Nations fund to fight Aids and other infectious diseases has been forced to freeze its spending for three years because of the economic downturn and widespread corruption claims.

The Global Fund to Fight Aids, Tuberculosis and Malaria said that it could no longer afford to pay for new programmes to meet an international drive to prevent new infections.

The UN-backed fund has been beset by allegations of mismanagement and accusations that it has failed to detect corruption among local officials. An internal investigation found grave misuse of its resources had resulted in $73 million worth of fraud.

That prompted several donor states, including Germany, Sweden and Denmark, as well as the European Union, to suspend their contributions and demand reform of its practices. Meanwhile, other states such as Italy have failed to make payments they had pledged because of their own financial problems.

Now the fund has been forced to announce a freeze in its spending until 2014, meaning no new projects to tackle diseases in the most vulnerable parts of the world will receive funding before then.

Publicly, the fund blamed the economic downturn, rather than corruption, for the freeze. It said it faced a double blow of slower donations and lower interest rates reducing its income from its investments.
