A United Nations development program director says New Zealand is the ideal country to work as a prostitute.

UNDP director of HIV, health and development practice Mandeep Dhaliwal praised New Zealand's progressive prostitution laws as promoting safety and slowing the spread of HIV.

The call came alongside a new UN report that compared New Zealand to Asian and Pacific nations and recommended that they also decriminalise prostitution.

The report - Sex Work and the Law - found there was no evidence that criminalising prostitution had prevented the spread of HIV and other sexually transmitted infections.

New South Wales was the only other territory in the region that had decriminalised sex work and the report noted both areas had "extremely low or nonexistent" transmission of sexual diseases among prostitutes.

U.N. Commission Calls for Legalizing Prostitution Worldwide

(Click here to read full story on CNSNews.com) - A report issued by the United Nations-backed Global Commission on HIV and the Law; recommends that nations around the world get rid of “punitive” laws against prostitution – or what it calls “consensual sex work” -- and decriminalize the voluntary use of illegal injection drugs in order to combat the HIV epidemic.

The commission, which is made up of 15 former heads of state, legal scholars and HIV/AIDS activists, was convened in 2010 by U.N. Secretary-General Ban Ki-Moon and is jointly backed by the United Nations Development Programme and UNAIDS – the Joint U.N. Programme on AIDS/HIV.

1. UNDP’s partnership with the World Bank needs to be more effective, particularly in fragile and crisis-affected countries. 2. UNDP’s near universal mandate means its technical resources are spread very thinly. The Board does not provide strategic direction. HR management is weak. It has a weak results chain. 3. There is limited evidence of active senior management consideration of cost control. Country evidence points to mixed progress on demonstrating cost-efficiency. 4. The Executive Board is politicised and there is a lack of consensus on the key areas for reform. It is not clear that current plans for change will deliver the required depth and breadth of reform. 5. Evidence gathered at country level was highly critical of UNDP’s ability to deliver results. Its delivery can be undermined by staffing issues and bureaucratic processes. 6. Its performance in fragile states is mixed. It has reasonable training and a range of guidance and analytical tools but struggles to fill posts. 7. There is no evidence that the Climate Strategy was directly guiding resource allocation decisions
