UN Secretary General Ban Ki-moon on Tuesday appointed China's Haoliang Xu as assistant secretary general, an official said. "He will replace Ajay Chhibber of India, who will return to his government," Ban Ki-moon's spokesperson was quoted as saying by Xinhua.

Haoliang Xu will also be appointed as assistant administrator and director of the Regional Bureau for Asia and the Pacific at the United Nations Development Programme (UNDP).

The new assistant secretary general "has many years of distinguished service within UNDP holding various leadership positions, most recently as deputy regional director of the Regional Bureau for Europe and the Commonwealth of Independent States in New York since 2010," the spokesperson said in a statement.

UNDP Deputy Director for Policy, Magdy Martinez-Soliman says some of the criticism points the finger at Helen Clark, which is completely unfair.

The U.S. needs a policy to address climate change and a plan to reduce emissions that may include a carbon tax and bonds, Columbia University Professor Jeffrey Sachs said.

“We have to make a technological transition that’s quite deep to new energy systems, new transport systems, more efficient buildings and that can be back loaded,” Sachs said to reporters today at Climate Week NYC in New York.

The public needs a plan that isn’t just about electricity prices rising, said Sachs. “You can’t tell the public that our plan is cap-and-trade,” he said. “That’s not a plan, that’s frightening, that just means: our electricity prices are going up.”

Sachs suggested that bonds could be used to finance investments to be paid back over their lifetimes. “You could promise today significant feed-in tariffs totally paid for by a backloaded carbon tax.” Not leveling with the public is “the biggest missing thing,” he said....

COORDINATOR FOR MIDDLE EAST PEACE PROCESS

United Nations Secretary-General Ban Ki-moon today announced the appointment of James W. Rawley of the United States as Deputy Special Coordinator for the Middle East Peace Process, at the level of Assistant Secretary-General.  Mr. Rawley will also serve as United Nations Resident Coordinator and Humanitarian Coordinator for the Occupied Palestinian Territory. 

The new Deputy Special Coordinator succeeds Maxwell Gaylard of Australia, who completed his assignment on 31 August.  The Secretary-General is grateful to Mr. Gaylard for his longstanding and distinguished service in the United Nations.

Mr. Rawley brings over 30 years of humanitarian and development experience with the United Nations, as well as a crisis prevention perspective acquired in a number of complex situations, including in Yemen and Myanmar, having served most recently as the United Nations Resident Coordinator in Egypt. 

Mr. Rawley has also served as Deputy Director of the United Nations Development Programme (UNDP) Bureau for Crisis Prevention and Recovery (BCPR) in Geneva.  In addition, he served as United Nations Resident Coordinator in Yemen, as Senior UNDP Deputy Resident Representative in Myanmar and as UNDP Deputy Resident Representative in Honduras and Nicaragua. 

Mr. Rawley was educated in New York at Columbia University and at the State University of New York at Buffalo.

Born in 1953, he is married and has two children.
