Samaras hits Dervis "below the belt"

In an unprecedented speech the President of UNDP/UNFPA/UNOPS Staff Council, Mr. Dimitri Samaras, laid down today a completely different picture of what's going on inside UNDP.

Samaras words were so hard on Dervis that on his way out of the meeting, whispering to his "close" advisers, Kemal characterized it as an: -"unexpected hit below the belt".

In his speech during the Staff Global gathering, Samaras demanded from leadership some tough answers, about UNDP life.

Following are some of the passages of his speech:

On Security of UNDP Staff


  • " Appeal to you to double your efforts to implement all measures, policies and strategies in order to make our organization a safer place and respond to our call for Zero tolerance pertaining to the violation of Staff Safety and Security"
On Transparency and Reform


  • " UNDP staff are losing their sense of belonging and faith in UNDP"

  • " Staff are improperly and unfairly managed and changes in Staff Management are necessary"

  • " Staff expectations and concerns are neither addressed nor implemented"

  • " Leadership uses inappropriately strategic placement/hiring (like Eveline Herfkens, etc);

  • " dealing with problems post-factum (in a damage-control formula) shows lack of leadership and vision"

  • " UNDP lacks of a system of justice to provide support and/or relief for staff grievances"

  • " leadership has transformed UNDP from a merit-driven-organization to a "networking"-driven. Where staff has to kiss-... to get promoted"

  • "managers operate out of given guidelines at all levels.....and instead of being held responsible they continue to act with impunity"

  • "service contract and SSA holders continue to perform CORE functions"
Samaras also raised the issue of UNDP's Leadership claiming out-of-jurisdiction of UN Secretariat on Ethics and Ombudsman. He stated that:-"a separate Ombudsperson's office located in UNDP, loosely affiliated with the UN Secretariat, would hamper the General Assembly's initiative for a more fair and transparent system of justice".

Samaras also stressed that:-"a fragmented Ombudsperson's system similarly to the system of Ethics Office would not be in the interest of UNDP Staff" and that he would be "approaching the Secretary General Ban Ki Moon on this matter".

Today's address was a total blow to Dervis and Melkert pseudo-leadership and delivered a straight-forward message that the Staff Council will not bend to latest intimidation attempts from UNDP Management.

On the way out, many staff were congratulating Samaras for his strength and courage to stand in front of the leadership, while others smiling were reminding him of : - "when will his picture will be next in UNDP Watch or Innercity Press as a victim" or "when he will be the next whistleblower".

Samaras speech was delivered this afternoon to all mailboxes of UN Member States, including all major media acredited to the UN, by UNDP Watch volunteers.

Dimitri is good at talking but never acts. Just an example of transparency, yesterday when finished ACP meeting all documents related to ACP were shreded. Is this the transparency he preaches about?

in RBLAC there are at least 13 "advisers" whom are paid full-time for a less then part-time job. All of them work outside instead ...

Rome wasn't made in a day, therefore Dimitris efforts are welcomed and quite timely. Hopefully he will pursue this with SG as he said.

...you guys must be blind or smth. All Samaras said where some typical UNDP empty statements, without no reference nor examples of wrong doing. Nothing what he said would make Dervis and Yuge change.
Until Samaras and the Council decides to point fingers, impunity will reign inside UNDP.

Dimitri merci for your speech you're standing for the truth on Algiers is important for the families of victims. They need closure. Those responsible for failing to ensure security measures are still much en-charge inside UNDP. Unless Dervis will take punitive actions we won't rest to bring truth out.

Kemal is sole responsible for the deaths of Algiers. UNDP Watch should read the QIRs, they've indicated presence of serious threats long before Dec. Jab Swart knows very well, he and his fellow white-Africans are the custodians of QIRs. I will send you guys separately all last 6 QIRs so you can publish.

is funny how all Resident Representatives trying so hard to put UNDP Watch and Innercity Press down, as "useless bloggers" and "not telling the truth". There is one small glitch though...everything you guys have been publishing so far has turned out to be true and is really causing a turmoil inside the Organization. May god bless you and keep up the pressure, they will have to change, there is no other way around.

I agree that most of stuff have ben quite good, but UNDP Watch should be careful characterizing or naming individuals which might not be directly involved. Also it should improve in writing skills. Other than that, i have to admit its having quite an impact.

UNDP Watch should look into the way Darshak Shah selects Banks and how UNDp enters into contracts with various banking institutions around the world. There where Darshak makes his killings....

UNDP Watch is right, at ACP Krishan (from home) gave the order that all documents related to ACP deliberations should be shredded imemdiately after each meeting.

Samaras was there and he didn't oppose.

I really can't take it serious Samaras because if he was why is he not opposing to the shredding of ACP docs?

I understand Dimi's position. He is seating in a non-post position and on top has been pressured to even resign and go as a"full-time" staffer of the Council.

If i was in his shoes would have done the same. You just can't fight these mfckrs alone.

i really don't understand why Kemal Dervis is not taking actions in some of the most visible corrupt behaviours such as Procurement/ACP, Security, Finance/Teasury etc.

does he knows/understand that this way he is going down himself?

Kemal never reads and he only listens to Gettu, who lies to him all the time. If you guys where here at 21st flr you would see how stupid Dervis is. If it rains outside, he can't just look out of his window, he asks Gettu what's the weather like? and if Gettu says is sunny....than is sunny !!

You need to focus on Bruce Jenks- the real mastermind behind UNDP failure! Also Ligia Elizondo and the rest of the partners bureau- no country experience and self made D1's.

David M should have the courage to leave especially after his waste of money at NetAid.
SHAME on UNDP management for destroying the hardwork of those who work in the field.

Bruce Jenks is the man who invented personalized trust funds for donors like Dutch, Sweden, ROK, etc. This TFs are there to serve as slash funds for donors and their corrupt politicians. Jenks has turned UNDP into a cashier for these governments, who can order hiring and firing of who works under "their" TFs.
Jenks should be fired.

Jenks is the mastermind of identifying and hiring Akiko Yuge. He together with Jan Mattsson were given he task to identify the weakest manager to replace Mattsson, so MMB clan could still rule.

BRSP is suffering since Jenks arrival. Professionalism has been replaced by clientelism, whereby staff are valued based on individual contacts with respective donors, rather on expertise and knowledge.

actually I don't think that Samaras speech was actually a deliberate "strike". Knowing how Kemal operates, and in the climate he's in after Herfkens and Corimec, I wouldn't be surprised if that "strong speech" came from some speech-writer of Kemal.
Still the speech itself could be a signal of major differencies among the #1 and #2, as well a way of Kemal to reclaim the situation and control by instigating the Union.
Yes Samaras speech had some effects, but I bet no one else other than few like Bruce Jenks, Akiko Yuge, and Gettu could read the real message between the lines of Samaras.
Kemal is left with no other options but to clean-up. He also knows that cannot rely further on his close circle, therefore while he "thinks out of box", who better than Samaras (a domesticated tiger) could steer the waters??
At this very moment his speech would at minimum show a "fredom of speech" in UNDP.

UNDP Watch should stop blaming Krishan on everything. Actually the idea of shreding all ACP docs came from Samaras, who was so eager to show off.
So don't picture him as saint. UNDP Watch should ask Samaras who wrote the TORs for Herfkens, he knows very well that story.

Criteria to get hired at UNDP:

·It is a very competitive environment in trying to get a job in the UN system and in UNDP/OHR
·We have a minimum requirement of a masters degree for all professional posts
·It is best to target your application for specific vacancies that are advertised in the press but these are limited
·Yes are looking for more women from developing countries but one must have the qualifications and the experience
·It is always good to make direct contact with future employers – if you are in New York then you should follow up directly and in person (don’t make the trip unless you have appointments set up)
·UNDP focuses more on development professionals with technical qualifications in the fields of economics, environment, HIV/AIDS, poverty, gender and democratic governance.

It is very nice to see Dmitri FINAALY take a stand and say something he has been all to quiet in the past when staff members postions were in Jeopardy. The staff council has been completely ineffective in supporting UNDP Staff Members.
